What Is a Fractional CMO, and Do You Need One?

Most companies who think they need an agency need someone to decide what the agency should do.

A fractional CMO owns marketing strategy, positioning, channel decisions and the measurement that says whether any of it works — part-time and ongoing. The usual trigger is a company spending real money on marketing with nobody senior deciding what it is for.

    What the role owns

Positioning. What you sell, to whom, and why they should choose you. Almost every underperforming marketing programme is a positioning problem wearing a channel costume.

Channel decisions. Where the budget goes and, more importantly, where it stops going.

Measurement. What counts as a lead, what a qualified one is worth, and whether the spend produced any. Without this, channel arguments never resolve because nobody has a shared number.

Agency and team direction. Setting the brief and judging the output — which is what most companies actually lack when they say their agency is not working.

    Fractional CMO vs an agency

An agency executes a brief. A fractional CMO writes it and is accountable for whether it was the right one. Hiring an agency without someone to own the brief usually produces competent execution of an unexamined strategy — activity that looks like progress for two quarters.

If your agency relationship keeps disappointing, the missing piece is often not a better agency.

    The symptoms

    • Marketing spend is real, and nobody can say what it returned.
    • Channel decisions get made by whoever pitched most recently.
    • The pitch changes depending on which member of the team is delivering it.
    • Leads arrive and sales says they are the wrong ones, repeatedly.

That last one is a positioning failure, not a lead-gen failure, and more budget makes it worse.

    The AI overlap

Marketing is where AI tooling has proliferated fastest and least deliberately — content tools, enrichment tools, outreach automation, each bought by a different person. It is frequently the function where an AI audit finds the most duplicate spend, and where shadow AI concentrates.

If both marketing direction and AI decisions are unowned, sequence them: positioning first, because AI tooling pointed at the wrong audience just produces the wrong thing faster. The readiness assessment will tell you whether process or people is the binding constraint before you spend on either.

    Frequently asked questions

What does a fractional CMO do? Owns positioning, channel decisions, measurement and the brief given to agencies or the internal team — part-time, ongoing, with accountability for results rather than a strategy document.

Should I hire a fractional CMO or an agency? An agency executes a brief; a fractional CMO decides what the brief should be. If your agency keeps disappointing, the missing piece is usually the brief.

When is it the wrong hire? When the real problem is sales capacity or product fit. A CMO can sharpen positioning but cannot compensate for a product the market does not want.

How much does a fractional CMO cost? Like other fractional seats, commonly $5,000 to $30,000 a month depending on scope and decision rights.
